Meeting with Labour Department re Renewal/ Revalidation of Registered Safety Officers

The 4 safety associations HKOSHA, HKISA and IOSH(HK) and us met with the officials of the Labour Department on 13 May 2010 morning to discuss on the RSO Revalidation in particular the granting and denial of CPD points. Reminder on Renewal or revalidation of Safety Officer

The Society has received a letter from the Labour Department regarding the renewal of registration as safety officers (see attached).

Please be reminded that  you are required to apply to the Commissioner for renewal of your qualification from 7 September 2009 to 6 June 2010 if you have renewed your registration on or before 6 June 2006. Safety officers with expired registration cannot perform statutory duties of a safety officer under the F&IU (Safety Officers and Safety Supervisors) Regulations.

You are advised to submit your applications for renewal as soon as possible to avoid unnecessary delay.

Mr Edmund Fung - An Introduction of Accident Investigation Process
Mr Michael Leung - Accident Investigation and Problem Solving for Safety Professionals
Highlight:

A  safety professional is bound to possess a variety of personal skills, such as inspection skill, communication skill, interpersonal skill, conflict resolution skill, report writing skill etc.  Apart from the above, the incumbent should also be in possession of accident investigation skill and problem solving skill, because the project management and other engineering personnel expect the safety officer to help them solve safety problems, and in the case of an accident, such a problem for sure exists.  The speaker will use accident investigation as a platform to introduce another direction of thinking, usually termed as creative thinking, in the realm of solution of safety problems.
CPD Certificate: 3 CPD units will be granted. CPD certificate will be issued to participating member right after the seminar. (Late comer & early leaver exceeding 30 minutes will not be entitled to CPD Certificate.)
Fee:  Free of Charge for members. For non-member an administrative fee of HK$100.00 for preparing CPD certificate will be levied.

Programme Highlights:

On 1 May 2009, Hong Kong reported the first confirmed case of influenza A (H1N1) infection in the city, prompting authorities to immediately raise the flu alert level from "serious" to the highest level of "emergency". WHO has also stepped up the Influenza Pandemic Response Level from Phase 4 to Phase 5, which means the virus has caused sustained community level outbreaks in at least two countries in one WHO region. At phase 5 a pandemic is considered imminent.

To provide timely information to our audience, our speaker will update the nature and symptoms of Influenza A (H1N1) virus, as well as what we can do to reduce the risk of contracting the deadly virus.

The talk will be conducted in Cantonese, while the Power Point will be in English.

Programme Highlights:

On April 26, the Hong Kong government elevated the alert for Influenza Pandemic from “alert” to “serious” in response to an outbreak of Human Swine Influenza in Mexico and confirmed cases in the United States and Canada. Safety Manager
In response to our letter of 2 August 2007, the Secretary for Development sent in a reply alleging that imposition of additional requirements for eligibility of Safety Manager of the Development Bureau is not a bureau policy but special conditions of contract pertaining to individual contractual requirements. The issue is now being reviewed. Please read the copy of their reply for further details.

Safety Manager
Some of you may know the eligibility to be a Safety Manager of the projects of the Development Bureau (previously called Works Bureau, then Environment, Transport and Works Bureau), the incumbent need to possess a degree in civil engineering plus a corporate membership of the Institution of Occupational Safety and Health (IOSH). The Executive Council considers that while a degree in civil engineering would be beneficial in terms of the knowledge of a site safety officer, experience should carry more weight. and hence this requirement should not be imposed as a "MUST" but a "NICE TO HAVE". The Executive Council is also of the view that although IOSH is a prestigious safety organization in its own right, SRSO being a professional safety association comprising exclusively of registered safety officers as its full members should be at least on par with IOSH in terms of professionalism. In respect of this, the President of SRSO has written a letter to Mr CK Mak, Permanent Secretary for Development (Works) in 2 August 2007 bringing him attention to the above two points, and requesting Mr Mak to also consider membership of SRSO to be included alongside membership of IOSH when assessing on the eligibility. The dialogue with Mr Mak's colleague has just opened. Members will be briefed on the outcome when a firm reply from the authority is received. The Executive Council will fight for the benefit of our members whenever there is an opportunity to do so. Please keep your fingers crossed.

Singapore RSO Course

The Singapore Contractors Association, Ltd. has informed our Society that the Singapore Ministry of Manpower has granted approval to them to run a day-time?'Construction Safety Course for Project Managers' in Hong Kong for the Hong Kong Registered Safety Officers and Project Managers to fulfill the requirement of the Singapore Government as the recognition of Registered Safety Officer from Singapore . The course will be conducted in June 2007.? For details of the course, please refer to the attached pamphlet.

Recognition of Registered Safety Officer from Singapore

Dear?Members,

You may be aware that the industry in Singapore (especially in the construction sector) is facing a serious shortage of Registered Workplace Safety & Health (WSH) officers now.? And they foresee that this shortage will continue for the next few years.?

The Ministry of Manpower (MOM)?has agreed to consider registering Hong Kong Registered Safety Officers, who has met the?requirements, as?in below,?as WSH officers in Singapore.

The requirements are:??

  • Qualifications: Either possess an?Engineering Diploma with 3 years of relevant WSH experience; or possess a relevant Degree with 2 years of relevant WSH experience; and
  • Training: Attend and pass the Construction Safety Course for Project Managers

With regard to the Relevant degree, as confirmed with the Singapore Contractors Association Ltd, it means a degree which is acceptable by Labour Department for the registration of safety officer in Hong Kong.?

The said training course of "Construction Safety Course for Project Managers",?an Approved Course by the Ministry of Manpower,?is currently being organized by 4 Approved Training Centres.? Therefore,?interested HK RSOs will have the choice to register this course with any of the Approved training centres.? Their information can be found in MOM website.

In terms of application submitted to MOM, upon fulfilling the qualification and training requirements,?interested HK RSOs can submit applications to MOM.? As per the conversation between our Society and The Singapore Contractors Association Ltd, they are very pleased to guide those applications to MOM.

Message from Department of Community Medicine

The Master of Public Health (MPH) is a broadly based graduate training p rogramme designed to prepare physicians, dentists, nurses, other health professionals, medical and health researchers and policy analysts to identify and analyse contemporary health and health care issues in Hong Kong, China and the Asia Pacific. Course work in public health, health policy and management and behavioural sciences provides the basis for advanced study in every aspect of public health. These courses are essential for the practice of public health, for population-based primary care, and for evaluating clinical effectiveness in medicine.

While similar to the Master of Public Health, the Postgraduate Diploma in Public Health and Postgraduate Certificate in Public Health aim to provide structured introductory training in the basic medical and clinical disciplines without the added requirement of a dissertation.
