業界持分者
於2021年開端，建造業界已經發生了三宗致命工業意外，情況令人憂慮。
議會特此提醒業界，在長假期過後，必須更加留意工地的安全隱患。業界應預先計劃施工程序，並及早安排相應措施，尤其注意四大高風險工作，包括高處工作、吊運、移動機械及電力工作。議會建議持份者針對以上工作，推行下列措施:
1) 由工地高級管理層帶領下作出重點巡查，藉此提高前線工友的安全意識。
2) 於工地座談會及工作前會議，向各前線工友及管工報告及分析較早前發生的嚴重/死亡意外成因。
3) 檢視及加強現時的安全措施，以進一步提升安全表現。
4) 對個別高危工作進行不定期巡查，以確保相關安全措施已有效執行。
議會懇請各建造業持份者，不論是業主、專業人士、總承建商、分包商、前線管理人員及監工、安全從業員、判頭打理及工友，延續「生命第一」安全活動的精神，向不安全的工作環境及工序說「不」。
議會亦將會於過往經常發生意外的高危月份，再次推動全行業建築安全活動，以及早提醒業界，防範意外發生。大家睇多一眼，行多一步，工地安全您有份！

|
Dr Tony Sze is an assistant professor of the Department of Civil and Environmental Engineering of The Hong Kong Polytechnic University (PolyU). He specializes in safety analysis, injury prevention, driver behaviour, and pedestrian and bicycle safety. Tony has more than 150 research outputs, including 75 peer-reviewed journal publications. He is the editorial board members of international journals including Accident Analysis and Prevention, Safety Science, Journal of Safety Research, Travel Behaviour and Society, and Analytic Methods in Accident Research. Tony received the Best Original Paper Award from Hong Kong Medical Journal in 2010 and the Outstanding Health Promotion Project Award from Food and Health Bureau of Hong Kong Government in 2015. He has been appointed as a member of Road Safety Research Committee of Road Safety Council of the Hong Kong SAR Government since 2019.
Miss Nicole Chen currently works as a senior researcher in the Center for Advances in Reliability and Safety (CAiRS) in Hong Kong Science Park. Nicole obtained her MSc degree in Environmental Health and Safety from The Hong Kong University of Science and Technology (HKUST) in 2015. Her research interests are safety of occupational drivers, driving simulator study, driver behaviour, and transport policy. Nicole was awarded the Best Paper Award in the 5th International Conference on Transportation Information and Safety in the United Kingdom, and the (HKSAR) Government Scholarship Fund for attending the 6th International Choice Modelling Conference in Japan, both in 2019.
Abstract:
Safety of professional drivers is of great concern around the world, especially in the public transit-oriented cities like Hong Kong. Prevalence of traffic violation offences, fatigue driving, and aggressive driving behavior, as well as the ageing problem of occupational drivers, are the main contributory factors to the crashes involving commercial vehicles in Hong Kong. In this study, we aim to assess the safety of occupational drivers in Hong Kong from the behavioural, psychological, and empirical perspectives. First, driving performance of occupational drivers are evaluated using the driving simulator experiments. Second, attitudes of occupational drivers towards the enforcement and penalties against speeding violations are evaluated using a questionnaire survey. A stated preference survey approach is adopted to gauge the trade-off between enforcement strategies, penalty levels and speed choice of occupational drivers. Third, safety effects of the composition of commercial vehicles including taxis, public buses, light goods vehicles, and heavy goods vehicles are assessed based on the integrated traffic and crash data in Hong Kong. Overall, findings of driving simulator experiment, stated preference survey and crash data analysis are indicative to driver licensing, training and education, enforcement, and driver management strategies of the government authorities and transport operators. Therefore, safety performance of occupational drivers can be enhanced in the long term. |

職業健康網上研討會2021 -「職場「耆」才 - 勞動人口老齡化的職安健挑戰」
根據政府統計處資料，香港的人口預期會持續老化，將面對勞動力老齡化的問題。針對老齡化的工作人口所面對的各項職安健挑戰，職安局將於2021年1月22日舉行「職業健康網上研討會2021」，主題為「職場「耆」才— 勞動人口老齡化的職安健挑戰」。研討會將邀請專家就鞏固香港的人力資源基礎及提升年長僱員工作的身心健康作經驗分享。歡迎報名參加。截止報名日期 為2021年1月15日。
