Dear members,
The Society has requested the Development Bureau to clarify the issue regarding the amendment of the Construction Site Safety Manual on “the new requirement of RSO in complex or involves high risk operations” through the Federation. Below is the information for your reference.
I am writing in reference to the internal memo (ref: DEVB(W) 516/71/01) of the Development Bureau regarding the amendment of the Construction Site Safety Manual. We have the following enquiry from members especially Registered Safety Officers that we hope the Bureau can clarify.
In Chapter 7 of the Manual, paragraph 7.3 “Employment and Performance of Registered Safety Officers (RSO)”, mentions that:
(d)(v) - “When the nature of the Works is complex, or involves high risk operations, the proposed RSO should possess relevant engineering background and adequate experience meeting the requirements of the Contract”
Can you please further elaborate the terms of “relevant engineering background” and “adequate experience”. We would also appreciate it if you can briefly introduce the method of how these parameters can be distinguished and quantified.
