    2.                根據《工廠及工業經營條例》(第59 章)第6BA 條的規定,所有進行建築工程的受僱人士,須已完成獲處長認可的有關安全訓練課程,即強制性基本安全訓練課程(建築工程) (俗稱「平安卡」課程),並已獲發有效的證明書,才可進入建築地盤進行有關工作。就上述事件中,仍有七名人士持有失效的「平安卡」未被有關課程營辦機構收回,敬請留意。

                Please take note of the press release issued today regarding Labour Department suspends recognition of safety training courses operated by training course provider at the link below:

    2.       According to Section 6BA of the Factories and Industrial Undertakings Ordinance, Cap 59, every employed person carrying out construction work is required to have successfully completed the relevant safety training course, i.e. the Mandatory Basic Safety Training Courses (Construction Work) (commonly known as ‘Green Card’ courses), and to have been issued a valid certificate before conducting any construction work at a construction site. In the above incident, there are still seven individuals holding invalid Mandatory Basic Safety Training Courses (Construction Work) certificates (i.e. Green Cards) that have not been recalled by the training course provider. I would appreciate it if you could take note of it.

    《安全使用移動式升降工作平台指引》修訂版

     

    勞工處今日推出經修訂的《安全使用移動式升降工作平台指引》(《指引》),以敦促工作地點的持責者加強安全措施,預防意外發生。

     

    2.     勞工處針對近年在不同工作地點發生有關升降平台(升降台)的意外個案,整合常見的意外成因和應採取的預防措施,修訂原有的《安全使用動力操作升降工作台指引》,並重新命名。主要修訂包括:

    1.          進一步訂明操作員的訓練要求,包括訂明操作員的訓練要理論及實習兼備,完成訓練後,操作員需通過適當的考核,才可成為合資格的操作員;和

    2.          操作上的新增要求:

    1.          安裝有效的輔助防護裝置,消除工人被夾於上方或鄰近的結構或障礙物的風險;

    2.          對關鍵承重部件進行定期無損檢測,確保升降台的承重結構及支撐結構良好;以及

    3.          制定緊急情況的救援計劃,以應對緊急情況,從而減少傷亡。

     

    3.     操作員的訓練安裝輔助防護裝置的新要求設有寬限期至今年十二月三十一日,業界須把握時間於寬限期屆滿前作好充足準備(即在二零二七年一月一日起實施)。

    Revised "Guidance Notes on Safe Use of Mobile Elevating Work Platforms"

     

    Dear Sir/ Madam,

     

    The Labour Department (LD) launched the revised "Guidance Notes on Safe Use of Mobile Elevating Work Platforms" (GNs) today to call on duty holders of workplaces to enhance safety measures in preventing accidents.

     

    2.    In response to accidents involving mobile elevating work platforms (MEWPs) at various workplaces in recent years, the LD has revised and renamed the original “Guidance Notes on Safe Use of Power-operated Elevating Work Platforms”, incorporating common causes of the accidents and preventative measures.  Major revisions include:

     

    1.          further specifying training requirements for operators, including both theoretical and practical training.  After the completion of the training, operators should duly pass appropriate assessments to become competent operators; and

    2.          adding new operational requirements:

    1.          installation of effective secondary guarding devices to eliminate the risk of workers being trapped by overhead or adjacent structures or obstacles;

    2.          conducting regular non-destructive tests on critical load-bearing components to ensure load-bearing structures and supporting structures of MEWPs are in good condition; as well as

    3.          formulating emergency rescue plans to respond to emergency situations so as to reduce injuries and fatalities.

     

    3.    A grace period is provided for the new requirements of operator training and installation of secondary guarding devices until 31 December 2026 (i.e. taking effect on 1 January 2027).  The industry must seize the time to make sufficient preparation before the grace period expires.

     

    4.    The GNs can be downloaded from the LD’s website (www.labour.gov.hk/eng/public/os/C/EWP.pdf) or by scanning the QR code.  Enquiries on the GNs can be made at 2542 2172.

    2.       鑑於近期再次發生同類意外,本處現隨此電郵附上有關的「系統性的安全警示」以供參考,希望藉此提醒有關僱主/東主遵從系統性的安全預防措施之重要性,以避免同類意外/危險事故再次發生,亦請各位職業安全及健康從業員將此訊息轉發給相關承建商的負責人。

    Lifting Operation


              The Labour Department (“LD”) is highly concerned about the accidents and dangerous occurrences involving high-risk work processes that happened in workplaces.  LD had issued the Systemic Safety Alert (“SSA”) of “Lifting Operation” in response to serious/ fatal work injuries
     and dangerous occurrences happened before.  Through the occupational safety and health practitioners, the SSA aims to provide employers/ proprietors with necessary advice and assistance in order to fulfill their safety responsibilities and safeguard the safety of relevant employees engaged in such works.
     
    2.       In response to the recent recurrence of similar accidents, a copy of the relevant SSA is enclosed in this email, so as to remind the relevant employers/ proprietors of the importance of following systemic safety precautionary measures to prevent recurrence of similar accidents/ dangerous occurrences.  May the occupational safety and health practitioners please forward this message to the responsible persons of the relevant contractors.
